Career history

Introduction

My history represents both a clinical and academic past with significant crossover between both. At present, I retain= a clinical role in Emergency Medicine that continues to reinforce my relevanc= e in Health Informatics and work actively in a number of Health Informatics projects, organisations and government agencies.

Active in the field of Health Informatics= , my current activities include government contracted evaluation of health IT projects, presentations at conferences and participation in a number of committees and agencies affecting Health Informatics policy development in Australia.

I hold an honorary position as Associate Professor with the Monash Institute for Health Services Research and held t= he position of Director of the Centre for Medical Informatics at Monash Univer= sity from 1996 to 2002.

I have been responsible for undergraduate= and postgraduate training in informatics, the installation of a number of significant networking systems, the coordination and development of multiple computer assisted learning programs and a variety of telecommunications projects in education, maternity care, rural health and General Practice.

I am an inaugural board member of the Hea= lth Informatics Society of Australia, founding member of the Asia Pacific Assoc= iation for Medical Informatics and a founding fellow of the recently formed Austra= lian College of Health Informatics.

I have major roles with the International= Medical Informatics Association and held the position of Vice President for the International Medical Informatics Association (IMIA) from 2001 to 2003.

My work in Health Informatics evaluation = is extensive as evidenced by the PHRCIT report, the smartcard trial in 2000, t= he evaluation of Pilot Projects on the Use of Computers in General Practice and most recently, the quantitative evaluation component of the MediConnect trials.<= /span>

I am well published in the field of Health Informatics through books, journal publication, conference presentation, workshops and taskforces.

I presently operate as a Proprietary Limi= ted company for the purposes of Health Informatics consulting am am currently involved in two significant works. (MediConnect Quantitative evaluation, Integrated Care Program – Phase 2 evaluation).

Major projects

Networking the Faculty of Medicine at Monash Univers= ity

During the three years in my position as Associate Dean Information Technology for the Faculty of Medicine, Monash University, I oversaw the successful networking of University campuses (metropolitan and rural) integrated with teaching hospitals providing a mea= ns of connectivity to allow health service networks to cooexist to mutual advantage with Internet based academic networks.

At a business level, the computing servic= es and management put into place during this time has led to a cost neutral model = of sustainability for the diverse networking and service requirements of University and Hospital based communications.

eBOP (electronic Birthing Outcomes Program)

This highly successful project has result= ed in a well functioning health information system for maternity care currently operating in three Victorian Hospitals. The creation of a robust perinatal = data model and pragmatic functioning software demonstrates the ability for Informatics projects to be successful and accepted by users.

Educational programs

The Graduate Certificate and Graduate Dip= loma courses were developed during my period as Director of the Centre for Medic= al Informatics. These courses (and their subsequent short courses) are now off= ered through the Monash Institute for Health Service Research.

These courses are delivered by distance e= ducation utilising a range of available technologies (web, email, CDROM) and are a m= ajor achievement both educationally and within the field of Health Informatics. There are few University recognised programmes in a field that has a lack of capacity within Australia. Additionally, it is hoped that the development of ACHI will further enhance clearer career opportunities for those wishing to work in Health Informatics.

Project for Rural Health Communication and Informati= on Technology (PRHCIT).

The Australian Rural Health Research Inst= itute (ARHRI) and the Queensland University of Technology (QUT) in association wi= th the Centre of Medical Informatics (CMI) were commissioned by the federal Department of Human Services and Health through the Rural Health Support Education and Training (RHSET) program to undertake a consultancy during 1995/96 centred on information technology and telecommunications (IT&T)= needs and applications for health services in rural and remote Australia. The consultancy was known as the Project for Rural Health Communication and Information Technology (generally referred to as PRHCIT).

The brief for this project was to investi= gate the use of IT&T by health workers in rural and remote areas of Australia ta= king account of the support, education and training of the rural and remote area health workforce, and health service delivery to rural and remote communiti= es of Australia.

PHOCUS

The PHOCUS network (Primary Health Orient= ated Computer Users System) was the first successful rural communications system= to provide electronic communication and information access to predominantly ru= ral health professionals nationally.

This project predated the availability of= the Internet and was successful in identifying services and communications strategies found to be of benefit in reducing communication isolation among= st rural healthcare providers. Whilst initially targeted at General Practition= ers, towards the close of the project, rural health centres and community service organisations were participating in PHOCUS.

Australian and New Zealand Dialysis and Transplant Registry (ANZDATA)

During the period 1987 to 1989 I was exte= nsively involved in the creation and maintenance of the Australian and New Zealand Dialysis and Transplant Registry Database. This experience honed my experti= se with database management techniques involving massive datasets.

Medical Curriculum Database

The curriculum database was the basis of = my MD thesis. This work provided a structured and free form text management syste= m to assist in the management of the Faculty of Medicine, undergraduate curricul= um. This work was recognised by the Australian Medical Council accreditation co= mmittee as an innovative and significant tool in curriculum management.

Computer Assisted Learning (CAL) authoring technique= s and product development

My work in this area is well known and significantly published. The development of CAL programs for medical studen= ts as well as for a broader healthcare provider audience has spanned over ten years, highlights include.

The HIV hypermedia Medical Education prog= ram, an interactive multimedia program for healthcare providers, won the Monash Fac= ulty of Medicine Silver Jubilee award and was distributed extensively as well as being made web available.

The TechMe web site, a guide to developer= s of web based educational material. This site won a number of Internet based site awards as well as becoming a reference site mirrored in Brazil and Sydney.<= /span>

Collaborative works

Rural medicine

I am an active participant in the plannin= g and projects being undertaken by a number of workers in the area of rural health aiming to make use of Information Technologies in enhancing rural health ca= re.

This involvement takes the form of an adv= iser to project groups, participation in planning forums and, in the example of PHO= CUS, the coordination of state government, university academic and rural health organisations in managing this nationally based project.

More recent activities involve assisting = the Australian College for Rural and Remote Medicine in their approach to on-li= ne services and education for their members / fellows

Relevant agencies

My participation in the NHMRC Health Advi= sory Committee provides me with the opportunity to contribute to the professiona= lism of the evidence based knowledge used to inform healthcare.

My participation in such activities as the Electronic Decision Support Taskforce, the openEHR Steering Committee,  Informatics workshops, working conferences and via contracted work has led to the creation of projects and policies currently underway in the health sector. Participation in the Electronic Decision Support Taskforce during 2002 was a particularly import= ant development for EDS in Australia likely to continue its effect into the com= ing years.
