Reunions: How to get a good turn-out

My old high school recently had a reunion cocktail party.  The organizers
were disappointed by the turn-out.  I think most people were scared
no-one else from their year level would come.

The solution:

	Conditional RSVPs of the form: "I will come if at least X
	people from my year level say they are coming".

Once you collect all the RSVPs, you calculate how many people will
actually come (a trivial algorithm for doing this is start on the
assumption that everyone is coming, and keep removing people that
don't have their condition satisfied until all the people left
are satisfied).  Then, you [e]mail out to everyone whether they should
come or not :)

TODO: implement a web-app to do this.  (Anyone got a CGI enabled
box online I can use?)
