The
draft regulations

Please
note that
system regulations for this event will mirror those adopted at WBF
events.
These will include regulations that prohibit the use of both HUM
systems and
‘Brown Sticker’ conventions. Brown Sticker Conventions are defined as
follows:
Any
opening bid of two clubs through three
spades that:
EXCEPTION:
The bid always
shows at least four cards in a known suit if it is weak. If the bid
does not
show a known four card suit it must show a hand a king or more over
average
strength.
(Explanation: Where all the weak
meanings show at least four cards in one known suit, and the strong
meanings
show a hand with a king or more above average strength, it is not a
Brown
Sticker Convention.)
EXCEPTION:
A two level opening bid in a minor
showing a weak two in either major, whether with or without the option
of
strong hand types, as described in the WBF Conventions Booklet.
Defensive
measures are permitted for opponents as in 6 below.
An
overcall of a natural opening bid of one
of a suit that does not promise at least four cards in a known suit.
EXCEPTION:
A natural overcall
in no trumps.
EXCEPTION:
any
cue bid suit that
shows a strong hand.
EXCEPTION:
a
jump cue bid in
opponent’s known suit that asks partner to bid 3NT with a stopper in
that suit.
Any
'weak' two-suited bids at the two or
three level that may by agreement be made with three cards or fewer in
one of
the suits.
Psychic
bids protected by system or required
by system.
None
of the foregoing restrictions pertain to
conventional defences against forcing, artificial opening bids or
defences
against ‘Brown Sticker’ or HUM conventions.
Regulations
will be
considered to be in draft format until Friday 1st April 2011
so please
consider downloading a final copy after that date.
We
urge you to review
these regulations and provide any comments or criticisms as soon as
possible.
The ABF has a policy of pre-publishing regulations for playoff events
to allow
player comments and provide an opportunity for comments and adjustments
to be
made as a result of proper commentary by the players. Please avail
yourself of
this opportunity.
Eligibility
and Nominations

A team may not enter where any player in the team has won the Open or
Women's
Playoffs. Any entry with such a player will be deemed void and it will
be the
responsibility of the other players in that team to re-enter.
Players
are eligible
to enter the Seniors Playoffs provided their year of birth is 1951
or earlier and possess
15 PQPs earned in Senior events during 2010
To be valid an entry must comprise six players designated as three pairs. Designated pairs are not obliged to participate in the playoffs as a pair.
Unlike
previous years entries will be published online as they are received.
Unlike previous years there is NO requirement for pairs to have earned PQPs in a common unit (pair or team) although PQPs for a specified pair which have not been earned in a common unit (pair or team) will be discounted by 50%.
Acceptances
will be
based on the eligible Playoff Qualifying Points (PQPs) of each
nominating pair
being the total PQPs for the three nominated pairs.

calculator which
can be found at on the ABF website or by pressing here
Nominations are called for teams of six players each and close
on Friday
1st April 2011 at 5pm (Sydney time). Teams entering will be
ranked in
eligible PQP order and acceptances, including reserve teams, will be
subject to
confirmation of the number of Eligible PQPs claimed and acceptances
published
as soon as possible after the closing date but no later than 5:00pm
Sunday 3rd
April 2011. The ABF is aware of the short time frame between the
closing of entries
and the commecement of the event so will make every effort to let
players know
of acceptances as soon as possible.
Players
who may not be eligible based on PQPs, but who are eligible based on
age, are
urged to nominate as a team of six to be considered as a Wildcard entry
in the
event of insufficient "qualified" entries being received by the
closing time. There is no requirements, other than age, for
participation as a
Wildcard Team. The acceptance of the Wildcard Team is at the sole
discretion of
the ABF Management Committee who, in general terms, be seeking the most
competitive team to fill the vacancy created by insufficient entries.
An additional team will be qualified through the event known as the
Seniors Last
Train held in Canberra in January 2011. Please note:

The
entry fee of
$1,560 per team will be payable at the venue prior to the commencement
of play
with subsidies deducted for those players eligible for a subsidy.
The
captain will be liable for payment of the
entry fee immediately upon acceptance of their nomination regardless of
whether
they actually compete and notwithstanding that it is payable on the
first day.
The
nominated captain will be responsible for
payment of all players in their team prior to the commencement of the
first
session. i.e. the convenor will not collect individual players entry
fees.
All
players will be
entitled to a subsidy based on their city of residence. This year, and
not to
be taken as a precedent, wildcard entries WILL be entitled to
subsidies.
The
timing of payment
of subsidies will be dependent on the availability of cash to pay such
subsidies. The ABF policy for subsidies is that all players outside
Sydney will
receive a subsidy. Team captains are responsible for paying the entry
fees less
subsidies before commencement of the event.

Document
The
team placed first in the 2011 Playoffs
will be offered the right to represent Australia at both Target events.
If only
two pairs from Team 1 wish to attend a Target event those players may
make an
ordered short list of additional pairs to be drawn from those pairs
that
playing in the Semi-finals or Finals of the Playoffs. The MC will have
the
right to choose the third pair from the submitted list.
If
there are not 2 pairs from Team 1 willing
to attend a Target event, the right to represent Australia will pass to
Team 2.
If
Team 2 only has 2 pairs willing to attend
the Target event, they may elect to accept augmentation by a pair from
Team 1
in the first instance, then other finalists. The right to represent
Australia
will pass down the teams in the Playoff finishing order.
The
Seniors Bowl Team may be required to
attend a weekend (Friday afternoon till late Sunday afternoon) team
building
session to be held in Sydney. The ABF will subsidise the minimum
airfare only
for interstate travel and the cheaper of bus or air fare for travel
within NSW.
Failure of ALL players in the team to attend may rule the team
ineligible to
participate in the Seniors Bowl.

Team Playoffs will be played as a team format. There will be three
