Excellent agents and numerous mages, awful emissaries and commanders. Three artifacts. This one's a lot of fun, though you might not win the game (then, on the other hand...). You'll frighten FP types to death. You've got a secure location and can't-be-beat assassins. But, you'll have a hard time getting real military might to the battlefield so the other Nazgûl may take you for granted (but never where you could hear them!)


Led by the Fourth of the Nazgûl, the Cloud Lord, the nation of Jí Indûr is probably the most mysterious and secretive of all the Dark Servants. From his main fortress in southwestern Mordor, the Cloud Lord 's minions perform the most delicate of extractions and arrange the most unobtrusive of accidents. Reflective of these operations, all Cloud Lord Agent ranks are +20 for purposes of kidnappings/assassinations. Furthermore, the thoroughness of Jí Indûr's training schools allows new Cloud Lord Agents to begin with an Agent rank of up to 40, and many also have a good chance of having a natural Stealth rank.

As a result of the exploits of his highly-skilled Agents, Jí Indûr is able to oversee and influence much of the trade and commerce that passes through much of Harondor. Knowledge of the affairs and plans of his neighbors has allowed the Cloud Lord to begin mobilizing his forces, military and arcane, in preparation for his own plans of domination. His taste for spying on the affairs of his neighbors enables any Cloud Lord characters (regardless of skills) to use the Uncover Secrets order at a level at least equal to a rank 40 Emissary.

The geography of south Mordor, Harondor, and perhaps even the Rhovanion, is ideal for the expansion plans of the Cloud Lord. The surrounding regions are rich in vital resources. The variety of available resources, also provides a rich potential for growth. Furthermore, the sparsely populated region is devoid of central control. However, although there are no Free Peoples directly bordering the Cloud Lord's realm, strong Neutrals, namely the Khand Easterlings and the Corsairs, may have to be discouraged or confronted in order to secure sufficient settlements.

The Cloud Lord realm also guards the only southern access into Mordor. This strategic location places certain diplomatic and military burdens upon Jí Indûr. However, these are not yet the strongest aspects of the Cloud Lord nation. As a result, careful coordination with the Cloud Lord's neighbors is crucial.

Historically, the Cloud Lord's primary method of operation has been simply the killing or challenging of any individuals that stand in his way. Additionally, Jí Indûr desires to maintain several hostages, and recruit a corp of double agents (enemy and friend alike), in order to keep him advised of secrets, on-going activities, and developments in the region. This can lead to complications in relations with several allies, such as the Long Rider, the Quiet Avenger, and the other nations within Mordor.

The paranoia and fear created by the use of Jí Indûr's Agents is important to the success of the Cloud Lord nation. However, the aura of mystery and secrecy about the Cloud Lord nation should be maintained. Combining this with an ever-growing military, an improving diplomatic corp, and sinister wizards ensures the continued growth of the Cloud Lord nation.
