Great mages and agents, very good commanders. Seven artifacts. Another very tough position. You are often one of the first to fall (unless the Witch-king goes first). Go on the attack and try to prevent your foes from coordinating. The Woodmen is very vulnerable but you'll also need to reveal the Sindar population centers fast in order to keep him on the defensive. You also have a hidden population center to hide out in, and a retreat into Mordor.

Led by the Second of the Nazgûl, the Dragon Lord, the nation of Khamûl is one of the most extensive of the Dark Servants in Middle-earth. From his main fortress in southern Mirkwood, the Dragon Lord influences many of the events that transpire in Rhovanion and the Misty Mountain region. Surrounded by a variety of competent Emissaries and skilled Mages, the Dragon Lord can manipulate the affairs of the region almost at will. Supporting and controlling this broad realm is facilitated by the unusual ability of all Dragon Lord Mages to learn the lost Teleport spell.

Influencing a realm as large as the Dragon Lord's requires a lot of effort. Frequently, Dragon Lord Agents try to infiltrate their adversaries' settlements and report on activities. Improving the detail of the reports, Dragon Lord Agent/Command ranks are doubled for purposes of scouting/recon orders. Additionally, new Dragon Lord characters have a good chance of having a natural Stealth rank. However, the Dragon Lord does not like to operate near bodies of water. Therefore he maintains no navies, and does not bother to maintain vigilance across the nearby Anduin river.

Because of the numerous military forces in the area, the Dragon Lord has not yet openly displayed his growing armies. These new recruits are rugged Men and Orcs from local tribes. As a result, Dragon Lord troops without food will still gain 1-2 Morale points when stationary and will only lose 1-2 Morale points when traveling. Furthermore, Dragon Lord troops only lose 1-2 Morale points for a Forced March (2-5 points without food).

Historically the Dragon Lord has resolved many of his difficulties by simply eliminating the source of the problem. He is not above arranging for his skilled characters to weaken his enemies by individual assassinations or personal challenges, or simply encouraging other nations to do so, since the Dragon Lord's armies are not yet prepared to engage his enemies directly. However, Khamûl does control a rare hidden population center.

The Dragon Lord position is vital to the Dark Lord and is not without its difficulties. The dispersed nature of the realm complicates military activities. Additionally, many strong enemies exist nearby - the Woodmen, the Northmen, the Éothraim, the Sindar, and the Dwarves. Also, if not dealt with carefully, the Easterlings could present considerable difficulties. These factors force the Dragon Lord to consider carefully the strategic value of the Misty Mountains settlements, the Mirkwood holdings, and the stronghold in Mordor in order to secure a safe base for expansion. This is especially important since the Dragon Lord provides a critical link between the Witch-king nation and the nations within Mordor, and guards the eastern entrance into the Dark Lord's realm.
