Great commanders and mages, very good emissaries. Thirteen artifacts! The best characters in the game, the best artifacts and a very secure power base. But, your armies are fairly weak. You have a good chance to win the game IF the Free People win. But that means projecting your armies into the Witch-king battles and your navies in the fight down south. Don't neglect to create agents to use that natural stealth ability.

Arguably, the Noldo Elves are individually the most powerful of Eru's Children. Still significant, there are now so few of them that their potential to control events is not what it once was. The Noldo Elf nation consists mostly of Wood-elves and a few Sinda Elves who are led by their Sinda and Noldo Lords, Círdan and Elrond. Residing in the westernmost parts of Middle-earth, they survey the changing world from the Grey Havens and Imladris (Rivendell), hidden long ago by the Mantle of Doriath. By no means strong by military standards, the Noldor still can bring to bear a well-trained, well-armed, and well-led army to force their demands. And, because of the noble roots of many of the troops, Noldo armies may also Force March with no loss of Morale points. Also, these same Noldo roots and their ordered traditions allow new Noldo recruits to start with a Training rank of 25.

The Noldor possess a passionate interest in ancient artifacts and lore. Premier Mages and artifacts allow them considerable knowledge of their surroundings, including the affairs of other nations. For example, the hidden Palantir at Elostirion is a scrying artifact that can Scout Area at any hex. Numerous Noldo bards roam all of Middle-earth constantly gathering information for their Noldo leaders. This enables any Noldo characters (regardless of skills) to use the Uncover Secrets order at a level at least equal to a rank 40 Emissary.

Well-protected by magical and natural forces, the settlements of the Noldor are perfect havens to launch activities toward almost any point in northwestern Middle-earth. Their ships are extremely swift and protect their coasts by means other than sheer numbers. However, the Noldor face a number of difficult concerns. Many other nations, enemy and ally alike, consider the Noldo havens to be attractive for their own uses. Several potential enemies possess powerful navies and can easily reach the Noldo realm. These include the Dunlendings, the Haradwaith, and the Corsairs.

Although they possess skilled characters, much of their strength lies in operating in secret. Their Elvish nature even allows many of the Noldo characters to have a good chance of having a natural Stealth rank. However, overt character use could undermine their greater strength. Also, use of those characters dictates that careful preparation be made before any mission.
