Excellent commanders, very good emissaries. Three artifacts. This is a really tough position unless you are a great diplomat. The Haradwaith and, to a lesser extent, the Corsairs of Umbar are next door neighbors and can easily sweep you off the map. But if you can convince them to stay a Neutral or go for the Dark Servants, you can mount a powerful challenge against the Gondorians from the south. The problem is that it is hard to convince your Neutral neighbors to stay Neutral when you are so vulnerable to attack.

Led by the Seventh of the Nazgûl, the Quiet Avenger, the nation of Adûnaphel wields the most well-rounded force among all the Dark Servants. From her main fortress southwest of Mordor in Near Harad, Adûnaphel's learned Mages, and numerous Emissaries and Commanders, execute the dire whispers of the Quiet Avenger throughout the region of Harondor and Harad.

The individuals at Adûnaphel's disposal are not the best-trained nor the most skilled. Furthermore, the delicate position of her realm places great emphasis in balancing the many neighboring forces and in keeping events happening as the Quiet Avenger desires. Reflective of the attention focused on spying on her neighbor's actions, all Quiet Avenger Agent/Command ranks are doubled for purposes of scouting/recon orders. Furthermore, the Quiet Avenger's close ties with the caravan masters allows her to tap the vast store of information accumulated by these wandering traders. As a result, this allows any Quiet Avenger characters (regardless of skills) to use the Uncover Secrets order at a level at least equal to a rank 40 Emissary.

The location of Adûnaphel's stronghold provides her with a rich source of resources and good potential for further, although controlled, expansion. Furthermore, the rich martial and diplomatic traditions of the surrounding peoples allows Adûnaphel to recruit from an elite source of skilled individuals. Therefore, because of the critical importance placed by Adûnaphel on the establishment of strategic and secure settlements, new Quiet Avenger Emissaries can begin with an Emissary rank of up to 40, and new Quiet Avenger Commanders can begin with a Command rank of up to 40.

The multi-skilled nature of many of the Quiet Avenger's characters dictates that, just like her expansion plans, careful and controlled use of those characters will result in a powerful cadre of servants as time goes by. This is also true of her growing military might. However, several difficulties impede these aims. The presence of numerous Neutral powers - the Easterlings, the Haradwaith, and the Corsairs - in addition to Southern and Northern Gondor, places the Quiet Avenger in a delicate diplomatic position. This is further complicated by a long history of conflict with each of these nations.

Another difficulty facing the Quiet Avenger is the split nature of her realm. Also, control of the nearby north-south road could be critical. However, Adûnaphel possesses one of the few navies serving the Dark Lord. Having transports can facilitate movement between her capital and other harbor settlements. A secure port is also invaluable. Careful use of her navies can secure safe footholds at strategic locations within and near Harondor.
