Fantastic commanders, secure/fortified holdings. Two artifacts. One of the the most difficult Free People positions. You are very exposed to attacks out of Dunland, Mirkwood, and the Misty Mountains, and you will be needed to help against Mordor. Your best bet is to depend on your cavalry to always be where they ain't. Attack quickly!

The Riders of Rohan represent the descendants of the Éothéod, nomadic plains-riders who formerly resided in the vast plains of Rhovanion and near the eaves of Mirkwood. A unified collection of mobile clans, led by King Théoden, the Rohirrim control the considerable territory of Calenardhon (Rohan).

These lands were ceded to the Éothéod by Gondor for their invaluable assistance in previous wars against the Rhûn Easterlings and the Orcs.

Most of the Rohirrim start to learn the arts of war at a young age. As a result, new Rohirrim recruits start with Training rank of 20. Also, all new Rohirrim Commanders can have a starting Command rank of up to 40.
One-on-one, the mounted Riders of Rohan have few equals anywhere in Middle-earth. Because of their early and thorough emphasis on martial and cavalry training, Rohirrim armies are able to Force March with no loss of Morale points.
Their forces enjoy the mobility of cavalry and are masters of working with the wild horses of the region. This mastery of the wild horses is reflected by the unusual ability of all Rohirrim Mages to learn the lost Conjure Mounts spell. Although their dispersed forces and sparse settlements inhibit their power, the Riddermark possess considerable numbers of troops and steady clan leaders.

The Riders of Rohan face several recent difficulties. Arrayed at their borders are many powerful enemies, some potential and some real. These powerful forces include their ancient enemies, the Dragon Lord and the Long Rider, the uncertain intentions of the White Wizard, and the always troubling Dunlendings. Because of these threats, and the long-standing alliance with Gondor, the Rohirrim have maintained large (and expensive) armies which drain their gold reserves. Furthermore, the Rohirrim possess a surplus of some products but find themselves short in many others. This has led them to consider trading with their neighbors, or dealing with the market to make up the gold and production deficits.

The Riddermark cavalry can fight well and move quickly about the open plains. This may permit them to effectively secure new population centers. However, their armies must be sure to patrol and keep their region clear of enemies which could restrict their cavalry's mobility. Furthermore, they control the strategic Gap of Rohan through which passes the Old South Road and represents a potential bottleneck for troop movement between Gondor and Eriador. These concerns must be carefully weighed against the danger of interfering, or coming into armed conflict, with the expanding realm of their potentially hostile neutral neighbors.
