 Qualifications

Bachelors Degree in Civil Engineering, Post Graduate Diploma in Management, and recently completing short courses in Occupational Health & Safety, Project and Asset Management. Tim is currently undertaking studies leading to a Diploma in Law which is anticipated will be completed in March 2006

Professional Experience:

Tim has nineteen years experience in Local Government and Engineering having worked in both metropolitan and rural councils at a senior management levels. During that period, Tim has been responsible for the delivery of major projects in both rural and metropolitan areas. These projects include the construction of the Crookwell Sewerage Treatment Plant, Crookwell artificial wetlands construction (with associated stormwater and environmental aspects), reconstruction of the Clovelly beach promenades and the redevelopment of Maroubra Beach both of which had significant components of stormwater management.

 Apart from these Major Projects, Tim has been responsible for a wide range of activities within councils preparing Plans of Management (always focusing on environmental protection and monitoring), for council assets focusing on the recreational and traffic management in both rural and metropolitan settings.

 Tim’s primary focus over the last six years has been project delivery and Asset Management with Randwick Council. Tim was responsible for the setting up and running the Asset Management Group during that time. The group used asset management and project management techniques such as lifecycle management maintenance funding and capital funding in order to significantly increase maintenance funding for those assets.

Major project and contracts that Tim has been responsible for include;

·         Construction of the Crookwell Artificial Wetlands.

·         Street scape improvements Marrickville Road.

·         Construction of Newtown Plaza

·         Frenchman’s Bay Plan of Management

·         Redevelopment of Prince Henry Hospital

 These are just a few of the major projects that Tim has been responsible for, he has also been responsible for numerous other projects such as rehabilitation and recreation projects regularly throughout his career. 

Environmental Management:

Major Projects such as the Crookwell Artificial wetlands Project highlight Tim’s credentials in environmental management. Tim was responsible for the instigation of the Crookwell Wetlands project. The project aim was to improve water quality in the Crookwell River by constructing artificial wetlands downstream of the Crookwell sewerage treatment plant. The project involved planning, public consultation, design both civil and environmental as well as physical construction of the works. The project was a major success in polishing the effluent from the sewerage treatment plant, providing a habitat for wildlife, providing an educational facility that could be utilised by the wider community.

 Traffic Management:

Throughout Tim’s career he has been responsible for several major traffic management projects of note Tim was responsible for the preparation of the West Kensington Traffic Management Strategy and the Randwick Resident parking review and implementation studies.

 The West Kensington Local Area Traffic Management Study, involved in depth public consultation addressing problems with increased traffic through the local area as a result of the recently built Eastern distributor. Work included public consultation traffic counts reports to Traffic Committee and Council and detailed analysis of survey results. The final result of the project was a recommendation to introduce speed calming devices and sign posting through out the area.

 The Randwick Resident parking review and implementation involved the introduction of area based resident parking schemes throughout selected areas of the Randwick City. The process involved detailed analysis of parking demands and vehicle registration surveys, letter box drops and questionaries to residents. Final reports were prepared for Traffic Committee and Council. The project also involved the setting and adoption of a new resident based parking fee structure for adoption by Council.

 Asset Management:

During Tim’s career he has had extensive experience in Asset Management highlighted by the establishment of the Randwick City Asset Management group in 1999. During that time Tim has been responsible for the preparation of Asset Management plans for Councils Road Pavement’s and footpath networks. Tim has been responsible for the increases in funding for asset maintenance for all classes of assets during that time by providing full and detailed reports to Councils based on sound asset management techniques highlighting the lifecycle costs of assets and the implications for not funding asset maintenance.

 Other major environmental projects that Tim has been responsible for include the Frenchman’s Bay Plan of Management where a range of environmental issues had to be prioritised against issues from the local indigenous residents of the area. Major issues included the removal of noxious weeds, stabilisation of natural sand dunes and the protection of remnant vegetation.

 Tim has also been actively involved in the creation of the Randwick Environmental Park as part of the development of the former defence lands in Bundock Street Randwick. This work involved the protection and enhancement of the Randwick environmental park and the protection of remnant bushland, in particular, the Eastern Suburbs Banksia.
