Each State of Australia seems to have very different Licensing requirements. Below is a table of Native birds that can be kept in each State. These birds are exempt from requiring a license within each State only. Please check the list if you are looking to Import/Export from one State to another. (NB: These lists are also subject to change.)
Most Australian States and Territories have laws on the private keeping of exotic animals within their borders. Those laws set out the number of animals, types of animals, and conditions under which animals can be kept. Its also worthwhile checking out this link: EBAG

In Western Australia there are a variety of Licenses to keep birds as pets? The licence that is required, if at all, for keeping birds as pets will depend on the species and, in some cases, the numbers held. Some species are exempt
Exempt Birds that are common both in the wild (native species) and in aviculture. They are easy to keep and breed.
Avicultural Licence Relatively common and easy to keep birds.
Advanced Avicultural Licence Birds that are the subject of illegal activities; are difficult to keep and breed and/or are uncommon or threatened in the wild.
Permit To Keep Declared Animals (Birds) Birds (mainly exotic) declared under the Agriculture and Related Resources Protection Act 1976. These are known to, or have the potential to be agricultural pests Some birds will require both an (Advanced) Avicultural Licence and a Declared Bird Permit. See link for this list:
