Positive planned activities that motivate organisations and individuals, results in improved OHS performance to above minimum standards. This program makes a distinction between positive and negative incentives. Positive incentives might be award programs, mentoring, grants or loans, or greater business opportunities through meeting procurement criteria. Negative incentives might include regulatory requirements, financial penalties and the like.

Positive actions can deliver outcomes above and beyond legislative requirements, rather than enforcement that tends to deliver only the minimum required level of compliance with the law. For this reason positive incentives are seen as a critical component of an effective overall OHS strategy.  Another important incentive pathway safety pays/financial incentives (including premium discounts)/triple bottom line investment.
