Supervisors"

This course was originally approved in 1987 - now completely updated and
re-approved.
NOTE: This program is
only available as an in-house course. Minimum numbers per course are
10 (preferably 12); maximum numbers are 20.
Course Aims
This training course will supply basic information and skills required for
Health and Safety Representatives (HSRs) to successfully exercise their
powers under the Victorian OHS Act 2004 (and OHS Regulations 2007).
In addition, the course also will provide managers and supervisors with
the knowledge and skills to be able to establish, maintain and monitor
their organisation's OHS policies, procedures and programs in their work
areas to achieve and maintain OHS standards - all in consultation with
HSRs and the employees they represent.
Learning Outcomes (as established by
WorkSafe Victoria):

understand the legal framework for
occupational health and safety;
-
describe the roles and powers of the key workplace parties (not HSRs)
in the OHS Act 2004
-
understand the representation role of the HSR and their legal powers and
entitlements
-
understand the role and representative powers of a HSR in the
identification of hazards and risk controls at the workplace;
-
skills to represent members of designated work group (DWG) and
participate in workplace consultation, issue resolution and
negotiation.

develop strategies to implement the Act in the DWG
Practical skills to be
developed include:

identifying and controlling hazards
-
knowing where and how to obtain assistance/resources
-
incident investigations
-
making the most of the OHS Act, Regulations, Compliance Codes, etc
-
consulting and negotiating
-
making the health and safety committee more effective
-
understanding the role of health and safety in your workplace.
Managers and Supervisors
In addition, for those participants who are managers or supervisors (not
elected HSRs), the course will allow managers and supervisors to:

gain - and be able to apply - a basic
knowledge and understanding of Victoria's OHS Act and the WorkCover
system, with particular emphasis on prevention
-
understand - and be able to fulfil - the responsibilities of managers,
supervisors and employees as appropriate, in implementing
statutory and legislative requirements for OHS
-
understand the roles, rights and powers of health and safety
representatives and the roles of supervisors in dealing
collaboratively with occupational health and safety matters
-
be able to apply a process of hazard identification, risk assessment and
control in their workplaces
-
be able to conduct workplace inspections
-
be able to participate effectively in the health and safety committee
-
be able to place occupational health and safety in the overall
context of their organisation's current work, financial and human
resources management issues, including quality and
productivity improvement processes
-
understand the difference between OHS and industrial relations issues
and deal with each accordingly.
Who Should Attend
-
health and safety representatives (of
enterprises subject to the Victorian OHS Act 2004)
NOTE: Sec. 67(3)(b) of the OHS Act requires that the (approved)
course must chosen by the HSR in consultation with the employer; OSHA
will verify from participating HSRs that this requirement has been
fulfilled

supervisors and line managers
-
other key personnel with an interest in – or responsibility for –
WOHS
