This site was developed with Microsoft FrontPage 2002 which is available in Office XP. It includes 4 frame windows and client side Java scripts.
The header and footer frames are a predetermined size vertically to accommodate different browser sizes. The toolbar frame on the left is fixed horizontally while the main frame adjusts to whatever size the browser window is.
