Let's choose as a reference point, the main HQ town in any particular Municipality Then, this main town (column 1) is the HQ for the many surrounding smaller villages within that Municipality. And then, each of these smaller villages is, in its turn, the centre (or HQ) for a number of sites (school, hall, etc) in which an Honour Board or Memorial may be located (column 2).
