America cannot afford the financial cost that mutants wreak upon the nation. Every year, mutant terrorism costs this country fifteen billion dollars of taxpayer's money in damage to public and private property, hospitalization of victims, and technological and manpower costs in attempting to control the mutant problem. This doesn't even take into account the incalculable damage done to our national monuments by mutants bent on making a "statement".
The cost to America in lives to mutant terrorism is staggering, and the potential for future violence is terrifying. Over 20,000 people have died in the past seven years as a result of mutant-related violence, and three times that number injured severely enough to require medical treatment. The rate of deaths just keeps escalating, too. 3,000 people have died in the past six months alone. On an even larger scale, mutants such as Magneto have been known to attack nuclear bases to steal weapons, with the intent to use them to slaughter millions of people. They have been stopped, so far. A single mutant attack by one lone mutant such as is believed to have occurred at Delvaux took the lives of 500 innocent people. And that mutant is still out there. What's more, many mutant groups claimed responsibility for that massacre. They're proud of it. They wish they'd done it themselves. What human wishes to be held responsible for the deaths of 500 innocent people?
Do you think it is only the headline-making mutants who are the danger? They are all threats. What about the young mutant who lost control of his inhuman flame powers in primary school, burning two of his classmates to death and putting another five in hospital? Tell their children, or their parents, that mutants aren't a threat, and should be treated like everyone else. Mutants are a menace. Learn this now, before it's too late for you, or your children.
Seventy-two percent of all known mutants in this country have a criminal record. And over ninety percent of super-powerful, super-dangerous mutants have a criminal record. The Vault is a step in the right direction for incarcerating mutant criminals, but it isn't enough. It seems that every year or two we hear of another breakout, more dangerous, convicted criminals and murderers escaping to threaten society again. If a normal human kills ten people, he's sent to the electric chair. Why are mutants getting away with murder? They're being locked up, often to escape again. They're being let off on grounds of insanity, and allowed to walk free again. Think about it.
There is a war on between mutants and humans, and the mutants are winning. They state their goal of exterminating or enslaving normal humans blatantly. They provoke and escalate this war whenever they can with acts of terrorism. Our government, military and police forces are being secretly infiltrated by mutants intent on gaining control over America. Just look at the recent events of Bastiongate, the highest levels of government being manipulated and mind-controlled by a single mutant. Imagine ten mutants with powers working to take control of the Federal government. Now imagine, fifty thousand mutants, all over the country, with no-one watching them, no records being kept of who they are, where they live, or what potential for destruction their mutant abilities give them. That's not just imagination, that's the reality we're living in now.
The number of mutants compared to humans in the world is increasing; humanity is being replaced. The American Bureau of Statistics 1990 Census Report states that one in ten thousand adults are mutants. That's 25,000 mutants in the United States alone. But the actual figure is much higher, as identification as a mutant is not always possible until the mutation progresses upon reaching puberty. Nor are many mutants willing to admit to their true nature on government census forms. A truer estimate would be at least twice that amount, fifty thousand mutants. Fifty years ago, there were scarcely a hundred mutants in all of America. The entire world mutant population of mutants was less than one thousand. If the mutant population matches that rate of increase over the next fifty years, the mutant population would be twenty-five million. Ten percent of the total population of the United States of America.
