A slowed creature takes a -1 penalty on attack rolls, defence and Reflex
saves.
A slowed creature can take only a single move action or standard action
each turn, but not both (nor can it take full-round actions).
Multiple slow effects don't stack. Slow dispels and counters
haste.
Heightened: Each additional 4 Power points increases the penalty
on attack rolls, defence and Reflex saves by 1.
